"when there is blood in the streets" makes me think of some kinds of uproars or revolutions in process; in times like these many people are irresolute about future progress, so they start getting rid of their bonds or savings or shares or stocks at the stock exchanges, and as many people do this at the same time the price for these items will drop decisively; therefore, a person of economical courage or just simply "guts" will start buying these more or less worthless items hoping that they will grow in value in a rather short time.
